About
Built by a troubleshooter who needed it.
Phantom Receipt and the WORM ledger are made by Ian Gibson, a disabled Navy veteran, in Fort Worth, Texas.
I am Ian Gibson, a 100% disabled U.S. Navy veteran in Fort Worth, Texas. In the Navy I worked as a steam catapult electrician and as a motor rewinder electrician. I also spent time on temporary additional duty in the electronics technicians' shop, where I learned microelectronics up close. That work taught me motor controllers, PLCs, logic gates and signals, and how electronic parts talk to each other, long before "AI" became a headline word.
Much of the equipment I worked around, from the steam catapult to the PLCs that control arresting gear, runs on electronics you cannot see, and it has to do the right thing every time, in seconds. In that work you learn not to trust anything until you can prove it. I run Best Pay LLC, a veteran-owned small business.
Troubleshooting comes down to one question: "what changed, and how would I know?" Digital evidence raises the same question. A screenshot, a text thread or an exported file can be changed without leaving a mark, and the person who has to rely on it is left to say "trust me."
Why I built this
I was the target of fraud, in more ways than I thought one person could be. I was manipulated into sending money, and for a while I kept doing it even when part of me knew better. It took months to get past that, and I am still paying off the debt I took on by giving that money away.
I reported it to my local police, an attorney general's office, the FBI's Internet Crime Complaint Center and an inspector general's office. None of them was able to help me. The advice I kept hearing was to block the numbers, freeze the accounts and change the passwords. That is sensible, and it still was not enough. I was not willing to rebuild my life around the people who did this to me.
So I wrote a program that records evidence and keeps it from being quietly changed. Since then I have talked with many people who share some version of this story. These tools exist so that when it matters, the record can be checked by someone who does not trust me.
That is also why every page here says what the tools do not do. A receipt shows a file has not changed since it was sealed. It does not show the file is true. I would rather you hear that from me than from the other side.
What this is, and is not
- The site and its tools are operated by Best Pay LLC, Fort Worth, Texas.
- Best Pay LLC is not a law firm and does not give legal advice.
- Best Pay LLC is pursuing federal veteran-owned certification (SDVOSB), which is not yet held.
- This is an early-stage product. The tools page says which parts are available, in pilot or in progress.
